Senate Approves 2025 Statutory Budget of N1.7 trillion for NDDC

The Senate has approved the 2025 Statutory Budget of the Niger Delta Development Commission, NDDC, in the sum of N1,750,923,400,137.15 as expenditure.

The breakdown shows Personnel Expenditure at N47,567,421,121; Overhead Expenditure at N49,929,253,117; Internal Capital Expenditure at N22,357,552,302; and Development Projects at N1,631,069,173,597.

The approval on Wednesday was sequel to the presentation and consideration of the report of the Committee on Niger Delta Development Commission (NDDC) 2025 Statutory Budget Proposal of the Niger Delta Development Commission (NDDC) by the Chairman, Senator Ekpenyong Asuquo, APC,,Cross River South.

He said, “that the Senate do Receive and Consider the Report of the Committee on Niger Delta Development Commission on the 2025 Statutory Budget Proposal of the Niger Delta Development Commission (NDDC).”

In his presentation, Senator Asuquo said, “In view of the foregoing, the Committee recommends as follows:That the REVENUE PROFILE for the Commission for the Year 2025 is as follows: Revenue Brought Forward N; 107,477,781.733; Federal Government Contribution N626.533.344.370; Federal Government Contribution (i.e., Unpaid and uncollectible by Federal Government) & Recoveries by Federal Government Agencies N53,679,481.050.”

According to him, Oll Companies’ contributions and Nigeria Liquefied Natural Gas Limited. (NLNG) and others is N902,873.830.884; Ecological Funds is N8.358,962,100, while Other Internally Realized Income is N1,750,923,400,137.

Asuquo said that “the Committee observed that the thrust of the Developmental aspect of the budget Covered areas like Education, Health, Youth Empowerment, Energy and Power Supply. Industrial and Enterprise Development, Security, Sports, Infrastructure, Agriculture and Fisheries. The Committee also observed a significant rollover of the Year 2024 Budget, which is in furtherance of the Commission’s drive to ensure completion of ongoing Projects that will guarantee sustainable development, economic prosperity and improved livelihood of the people of the Region.

“On the revenue projections of the Commission, N776,533,334,370.00 only was proposed as Statutory Contribution from the Federal Government by the NDDC. However, the National Assembly in the Appropriations Act, 2025, approved the sum of N626,533,344,370.00 only as Federal Government Contribution to the NDDC. Since the proposed Federal Government contribution by the NDDC for Year 2025 is more than the amount approved by the National Assembly in the Appropriations Act, 2025, the Committee adopted N626,533,344,370 only as Statutory Contribution from the Federal Government, which is the figure reflected in the Appropriations Act, 2025.

” N53,679,481,049.79 only reflected as unpaid arrears by the Federal Government was not considered initially as part of the Commission’s revenue projection by the Committee because the amount was not approved in the 2025 Appropriations Act of the National Assembly. However, the Commission disclosed that the Federal Government, through its agencies, has made huge recoveries of funds for the Commission and is still recovering. Based on this information, the Committee adopted the sum of N53,679,481,049.79 only as proposed.

“The Commission also disclosed that its revenue now from companies NUNG ONS others exceeded what was projected last year, prompting an increase in the revenue projection for that sector. The Committee considered the submesof the Com on the expected revenue of N752,873,840,884.36 . The Committee also considered the difference of N149,999,990,000, only being the difference between the amount proposed by the NDDC on Federal Government Contribution for Year 2025 and the one reflected in the Appropriation Act, 2025, and commented on the difference to improve the Revenue on oil companies’ contribution and offices and consequently adopted N902.873.830.884.36 only in the Revenue shortfall from Oil Companies and other

“The Committee considered the sum of N149,999,990,000, or the difference between the amount proposed by the NDDC as Federal Government Contribution for Year 2025 and the one reflected in the Appropriations Act. 2025 and consequently, in line with the equality of States Sharing formula, distributed to all the States of the Commission. The total NDOC Budget for 2025 is therefore N1.750.923.400.137.15 only.

“The Senate Committee on Niger Delta Development Commission INDDC) resolved that the lifespan of the 2025 Statutory Budget of the NOOC is for one fiscal year and accordingly should elapse on 31st December, 2026.”
