Reps Rescind, Recommit Five Clauses of RMRDC Amendment Bill for Reconsideration

The House of Representatives has rescinded its earlier decisions on five clauses of the Raw Materials Research and Development Council (RMRDC) Act (Amendment) Bill, 2026, and recommitted them to the Committee of the Whole for reconsideration.

The resolution followed a motion sponsored by Hon. Francis E. Waive, pursuant to Order Nine, Rule 1(6) and Order One, Rule 1(2) of the Standing Orders of the House.

Moving the motion on Tuesday, Waive recalled that the RMRDC Act (Amendment) Bill, 2026, had been considered and passed by the National Assembly before being transmitted to the President for assent.

He explained that following a critical examination of the legislation by the Federal Ministry of Justice, certain fundamental issues requiring further legislative action were identified, prompting the President to return the bill for reconsideration.

The lawmaker noted that a technical committee comprising representatives of the Senate, House of Representatives and legal drafting experts from the Directorate of Legal Services of the National Assembly was subsequently constituted to examine and address the issues raised in the President’s observations.

He said the exercise necessitated further legislative consideration of Clauses 2, 3, 4, 5 and 6 of the bill.

Consequently, the House resolved to rescind its earlier decisions on the five clauses and recommit them to the Committee of the Whole for reconsideration.

The development is aimed at addressing the identified legislative and legal concerns before the bill proceeds further in the legislative process.
